Spread of E-cats vs Revival of Atomic Plants

Professor Peter Hagelstine, a physcist a Massachusetts Institute of Technology, has just published a rather pessimistic paper on the "scientific method" in relation to Cold Fusion.  He is concerned that the physics community will never deal with the question of whether the Fleishmann/Pons Cold Fusion experiments actually produce heat.

With the pending third party report on Andrea Rossi's E-cat due later this month, PhysicsToday magazine puts forth the point of view that revival of nuclear fission plants is the only viable solution to climate change. The author debunks all the old so-called myths about nuclear plants, and derides solar and wind power.
Fusion power is not even on his radar, even though NASA is on record that LENR is the game changer.
